Heart of Texas Electric Cooperative offers many options for paying your bill: in person, over the phone, online through SmartHub and more. As a valued member we have a variety of options to meet your needs. If you have any question, you can call us in the office at 1-800-840-2957.

We are more than happy to assist you at our office locations in McGregor and Rosebud. We accept checks, credit cards, debit cards and cash both inside our lobby and in the drive-thru. We do not accept cash in the night drop.

There are many resources for members who are having trouble paying their bill. Many of these agencies will require a 12-month billing history, which the cooperative can provide to you. We do request that you first contact our office so we can try to work with you on a payment arrangement. Remember, we are always here to help where we can during this difficult time.

Payment Assistance Available


If you choose, you may arrange for us to draft your choice credit card monthly for the amount of your electric bill. Your account will be billed as usual. Approximately 15 days after issuance of the bill, the total amount due will be drafted from your credit card. This delay allows you to contact our office if you have any questions regarding your bill or make alternate payment arrangements.

Heart of Texas Electric accepts Visa, MasterCard, Discover, American Express and eChecks for payment of any services we offer.

If you're interested in signing up to have your account auto drafted each month, you can sign up through the SmartHub app, our phone payment system (listen and follow the prompts) or by filling out the the Credit Card Draft Authorization form and returning it to our office.

In SmartHub, to set up auto draft, go to Bill & Pay > Auto Pay Program and follow the instructions on your screen.

If you would prefer to make lump sum payments ahead of time for the electricity you use, Pre-Paid may be for you. It requires no deposits and makes it easier for some members to manage their electric use.

Prepaid Metering Electric Service Agreement

Budget billing helps smooth out the highs and lows of your monthly electric bill. How does it work? At HOTEC, we will look at your average monthly billing for electric service based upon usage of electricity during a rolling 12 month period. Your current bill will be based on your average total for the previous 12 months. Each month your average total is recalculated.

Here is how you qualify:

  • You must have at least 12 months of service history.

  • You may not have more than 2 delinquent payments within the most recent 12 month history.

  • You may not have an outstanding past due balance on your Heart of Texas account.

If you are interested in applying for Average Billing, please submit the Level Payment Agreement form. Once your eligibility has been determined, the following billing cycle will reflect your billing average.

NOTE: The level payment amount will not be the same every month.

If you'd prefer to pay cash at participating locations, you can find the nearest location in the SmartHub app.

On the HOTEC SmartHub mobile app:

  • Tap Bill & Pay.
  • Next, tap Pay By Cash.
  • On the next screen, you'll see map. 
  • Enter your Zip Code to find the nearest location using GPS.
  • Once you're at the payment location, tap View Barcode.
  • Next, present barcode to store clerk to scan who will help you with your transaction.
